    <content type="html">Singapore is moving towards to being a welfare state. With the ageing population being more of an issue,there are some things the govt had to do.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;&lt;/b&gt; Should government benefit programmes be subject to means testing?&lt;br /&gt;&lt;br /&gt;Means testing is to assess one's income to see whether one is poor enough to receive govt benefit programmes.&lt;br /&gt;Most welfare programmes are means tested; you can only receive a benefit if your income is below a particular level. Sometimes a banding system is used so that the amount of benefit you receive is more closely related to the level of income you have. Some benefits, however, are universal benefits paid to individuals regardless of their income or wealth. Examples of universal benefits often include unemployment benefit or social security.&lt;br /&gt;&lt;br /&gt;Means testing is humiliating, forcing people to declare themselves in poverty and to record in painful detail their possessions and income for an inquisitive and suspicious government employee. Not only is this demeaning, it also discourages those in most need from claiming benefits that are rightfully theirs. This is particularly likely to happen with older people, who are often too proud to reveal how poor they are. A further obstacle to claiming means tested benefits is the very complicated application forms that the government requires - again, this tends to affect the elderly poor and the illiterate (i.e. two of the most vulnerable groups in society) most harshly</content>

    <content type="html">Should Physical Education in schools be compulsory?&lt;br /&gt;&lt;br /&gt;Background information:&lt;br /&gt;In the UK, physical education in state schools is compulsory until the age of 16&amp;nbsp;&amp;nbsp;  - that is, sports is compulsory for as long as education is compulsory.Every year, more and more parents are complaining that their children shouldn't have to participate in physical activity if they do not want to. Proponents of PE, however, said that it is a crucial element of all rounding, and our society's well being.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;PROPOSITION&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Participation in sports promotes health. The govt is, or should be, concerned with the health of the citizens. encouraging physical activity in a child fights obesity, and contributes to lifelong habits of exercise.&lt;br /&gt;This doesn’t have to be through traditional team sports; increasingly schools are able to offer exercise in the form of swimming, gymnastics, dance, weight training, use of a multigym, aerobics, etc.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Physical fitness is an important part of holistic schooling. PE is an aspect of school that surpasses mere book learning.&lt;br /&gt;it is about educating the whole person, a holistic education that betters us in an all-round sense, rather than a merely academic experience. Some aspects of physical education are vital for future wellbeing, e.g. being able to swim, learning to lift heavy weights safely.&lt;br /&gt;&lt;br /&gt;It is about discovering gifts.If not driven by PE, many in society would never find out they have a talent or a passion in a particular sport. Sport can be enjoyed for life, for some, it could provide a probability of a scholarship, some even as a career.</content>
